How BIG Redefined Retail in 2025
With a series of strategic acquisitions and new retail park openings, BIG CEE strengthened its position as one of the key retail players in Serbia and the wider region. The company’s expansion created more than 1,000 new jobs and set new benchmarks for market growth.
In a year marked by both challenges and significant progress, BIG CEE delivered strong results and continued the rapid expansion of its retail network. CEO Lev Weiss reflects on one of the company’s most dynamic periods, during which bold investments and steady development shaped the retail landscape across Serbia and the region.
The year 2025 was extremely intense for BIG. You rebranded the former Promenada into BIG Fashion Novi Sad in April, and in the second half of the year you opened three new centres in Serbia. How challenging was this, and how would you describe the year in one word?
The past year was the most dynamic yet for BIG in Serbia. We entered 2025 with a clear ambition for growth, beginning with the rebranding of one of the country’s most significant shopping malls — BIG Fashion Novi Sad. From September onwards, in just 56 days, we opened three new retail parks in Čačak, Šabac and Bor, strengthening our presence across the country.
This pace demands discipline, strong team coordination and clearly defined processes. Opening three centres in such a short period was a real stress test for our system, but it demonstrated the strength and alignment of the organisation. We invested roughly €60 million in these projects, and initial results already confirm that the decisions were right.
If I had to describe the year in one word, it would be vision. Everything we achieved stems from long-term strategy, a clear plan and the people who implement it every day. The results are visible immediately — through footfall, tenant performance and consumer feedback.
You manage a portfolio of 20 assets in Serbia and Montenegro. Are you considering new markets, and where do you see BIG in five years?
Today, we operate a portfolio of 20 assets — 18 shopping centres, one mixed-use project and one office building. Seventeen of our shopping centres are in Serbia, including the only two open-air lifestyle projects in the market. And our growth will certainly not stop there. In Serbia, we remain open to new opportunities and plan to expand several of our existing centres, along with a few additional surprises. In Montenegro, we have secured a zoning change for the extension of our Podgorica mall — a development that will position it among the most modern in the region — and we are preparing a new retail park project in Nikšić.
As for new markets, we will soon launch a project in Shkodra, Albania — one of the region’s fastest-growing economies and a highly promising landscape for BIG’s further expansion. We also expect to develop several retail parks there.
In five years, we see BIG as the undisputed regional leader — a company that sets retail standards and a brand recognised in every household for delivering the best shopping experience and a wide range of free activities for visitors.
This year, more than 100 stores opened within your newly launched centres. While most tenants are not new to the market, it is significant that BIG enables them to expand into cities where they previously had no presence. How do you assess BIG’s impact on local economies?
Opening more than 100 stores is a significant achievement, but equally important is enabling brands to enter cities where they had not been present before. A strong example is Eastern Serbia, where the opening of BIG Bor retail park has completely transformed the region’s retail landscape. Similarly, IKEA in Čačak is now accessible to consumers in central Serbia — one of the most sought-after retail offers on the market. We also opened the only cinemas in Čačak and Šabac, as well as Fashion&Friends, Buzz and many other brands. Moreover, we introduced a modern culinary experience previously unavailable in these cities.
At first, many tenants were surprised by the level of vision and investment in certain locations, but we believed in these cities — and early performance shows that belief was justified. Results have been strong from day one, and the potential for further expansion is considerable.
Our impact on local economies is tangible and multidimensional: we create jobs, bring new brands, increase competition and contribute to broader regional and community development.
From an internal perspective, what do you consider BIG’s greatest achievements, given that a relatively small team operates a large-scale system across different countries and various retail formats?
Our greatest internal achievement is our people. BIG has around 80 employees, while each centre has its own operational team dedicated to every detail and committed to a strong hands-on approach — whether managing a retail park, a large shopping mall or an outlet format. This enables us to enhance the experience in every project we acquire.
Although we operate centres across different formats and countries, our standards remain unified. Achieving this requires operational discipline but also flexibility, as each market has its own characteristics. Maintenance, cleanliness, signage and navigation, green areas, parking, overall customer experience — these are all elements we treat with equal importance to ensure excellence and make visits to our centres effortless and seamless.
What can we expect from BIG going forward, and what is your message to partners and the communities in which you operate?
Today, BIG is no longer a foreign investor operating from a distance — we are a company deeply rooted in the region. After more than a decade of investment, expansion and presence in almost every part of Serbia, we are essentially a domestic company. We understand the market, the consumers and the needs of each community.
We see enormous long-term potential in the Balkans, and we believe a period of stable, continuous growth lies ahead. For us, expansion is never just about the number of assets — it is about creating value for communities, partners and consumers.
To our partners, I would say that BIG will continue to be a reliable and predictable system — one that builds long-term trust and stands by them in both good and challenging times. That has been our approach from the start and will remain the foundation of our business.
To our consumers, I can promise that BIG will keep raising shopping standards and developing centres that reflect modern lifestyles. In the cities where we operate, we strive to be more than a place to shop — we aim to be part of everyday life.

BIG CEE opens its first shopping center in Eastern Serbia
BIG Bor officially opens on November 13
BIG CEE continues its rapid expansion in Serbia with the opening of a new shopping center.
On Thursday, November 13, BIG BOR will officially open its doors — the company’s first shopping center in Eastern Serbia and the 17th BIG shopping center in the country, marking a major milestone: the 20th asset in BIG CEE’s portfolio across Serbia and Montenegro.
BIG BOR covers 9,600 m² of retail space and brings a strong tenant mix with 22 brands, including some of the most recognized domestic and international names such as Maxi, Lilly Drogerie, New Yorker, Pepco, JYSK, N Sport, Vitapur, Dexy Co, as well as additional fashion, sports, tech, and lifestyle retailers.

BIG CEE Opens Its Second Lifestyle Retail Park in Serbia – BIG Šabac

On October 16, BIG CEE will officially open BIG Šabac — its second lifestyle retail park in Serbia. BIG CEE to Open Serbia’s First Lifestyle Retail Park – BIG Čačak
€25 Million Investment Brings a New Dimension of Shopping, Dining, and Entertainment to the Region
BIG CEE, one of the leading investors and operators of shopping centers in the region, will officially open Serbia’s first lifestyle retail park – BIG Čačak – on September 18. Covering 16,500 square meters and representing an investment of €25 million, the project introduces a diverse mix of well-known domestic and international brands, along with leisure and entertainment facilities designed for all generations.

Following the acquisition of the Promenada shopping centre in October of last year, BIG CEE has taken the next step in developing this well-known Novi Sad destination. BIG CEE and EBRD sign a new financing package for five centres
A €100 million investment for further expansion in the Balkans
BIG CEE, the subsidiary of BIG Shopping Centres Israel, has signed a financing agreement with the European Bank for Reconstruction and Development (EBRD) worth €100 million. BIG CEE will use the funds for its development in the Balkans to build three new retail parks in Serbia, further expanding its network. In addition, part of the funds will be allocated to refinancing two existing retail parks.
The projects supported by EBRD funding include new retail parks in Čačak, Šabac, and Bor, with their opening scheduled for the end of 2025. The first phases of these centers will add 40,000 square meters to BIG CEE’s portfolio. The properties in Šabac and Čačak introduce an entirely new format to the market, featuring a “lifestyle” concept that combines high-end shopping, gastronomy, and entertainment, providing visitors with a unique experience in every aspect. By the end of the year, the company’s portfolio will reach nearly 450,000 square meters. In addition to financing new projects, a significant portion of the funds will be directed toward refinancing existing centres in Rakovica, and Pančevo.

The Capital Plaza, a mixed-use property owned by BIG CEE, announces the signing of Crowne Plaza Podgorica, as part of IHG Resorts & Hotels, one of the world’s leading companies in the global hotel industry. This will be the first Crowne Plaza hotel in Montenegro. Acquisition of a leading mall in the city of Novi Sad for 177 million euros marked Serbia largest retail transaction ever. Promenada, one of the strongest malls in the country, featuring many international brands, 100% occupancy, and more than 10 million visitors annually.

BIG Shopping Centers reported that its subsidiary, CEE-BIG B.V., has acquired the Promenada mall, located in downtown Novi Sad, Serbia, for 177 million euros, of which 105 million euros will be financed by a bank loan from leading European banks.
The Promenada mall is located in the center of Novi Sad, Serbia’s second-largest city, and is considered one of the most significant and commercially strong centers in the country. The mall has a gross leasable area (GLA) of about 49,200 square meters, fully occupied, attracting over 10 million visitors annually, with steady growth in both visitor numbers and revenue.
Among the mall’s tenants are brands such as ZARA and other Inditex group brands, Nike, Adidas, Tommy Hilfiger, Calvin Klein, Hugo Boss, NewYorker, Sephora, Pandora, Replay, a concept store by Ikea, LPP group brands, and more. The mall also includes a large supermarket, cinema, and an entertainment and dining complex.
The transaction was led by Uzi Eli, VP of International Business Development at BIG Group.
Lev Weiss, CEO of BIG CEE, highlights that the acquisition is in line with the company’s development and growth strategy, which focuses on shopping centers and mixed-use complexes. Weiss further adds, the acquisition of the Promenada mall is an especially attractive investment and a one-time opportunity to acquire a powerful asset that will significantly strengthen BIG’s commercial activity and cooperation with leading European tenants.

BIG CEE AND EBRD HAS SIGNED A DEBT PACKAGE OF UP TO EUR 100 MILLION
BIG CEE via CEE BIG B.V. and the European Bank for Reconstruction and Development (EBRD) is boosting the development of green commercial real estate in Western Balkans with a debt package of up to €100 million to be used by CEE BIG B.V. for its regional expansion.
CEE BIG B.V. company will use the loan to finance the development, upgrade and acquisition of modern retail parks and shopping centers across the Western Balkans.
The developer is also committing to securing a BREEAM international sustainability certification for all buildings financed by the EBRD.

NLB Bank and BIG shopping centers Signed Contract for the Purchase of Exclusive Business-Residential Complex 'Capital Plaza' in Montenegro
On Thursday 20th July 2023, company BIG Shopping Centers signed a long-term credit agreement in Podgorica with NLB Bank worth EUR 24 million over a period of 10 years, for the purchase of the exclusive business, residential complex ‘Capital Plaza’ located in the very heart of Podgorica.
As one of the leading regional financial institutions, NLB Bank confirmed confidence in the business plans and strategy of BIG CEE, which aims for growth and a leading position in the shopping center segment in Central and Eastern Europe.

BIG Shopping Centers reports this morning that the subsidiary CEE-BIG BV, which is 95% owned by BIG, has signed an agreement to purchase DELTA CITY Mall located in Podgorica, Montenegro, at an agreed value of 95 million euros, of which € 57 million will be financed by a bank loan.
DELTA CITY mall has 24,500m2 GLA of commercial space, 1000 parking spaces and occupancy rate of about 100%.
The mall is anchored by ZARA, Pull & Bear, Bershka, Mango, Nike, Tommy Hilfiger, New Yorker, Pandora, Under Armor, Replay, Springfield and many other brands, accompanied by Cineplexx multiplex cinemas and a children’s entertainment area.

BIG Shopping Centers Group will launch a large-scale wind turbine project in Romania at an estimated investment of EUR 109 million

BIG Shopping Centers, Israel’s leading shopping center development group, announced the sealing of the first deal for the group’s energy branch. BIG Energia Holdings Kft., BIG Group’s wholly owned subsidiary, engaged in the agreement to acquire all the shares of a Romanian company which holds the rights for the wind turbines erection project in the Braila district of Romania. The project is planned to incorporate seventeen turbines, each of 6-Megawatt capacity, estimated to produce 102 MW in total.
The subsidiary company is set to pay EUR 7 million for the shares and the project development, including the acquisition of the required building permits. Aside from the investment, the estimated cost of the project launch is EUR 102 million.
Since BIG announced its plans to establish a significant investment branch in the energy sector two years ago, an executive committee was formed. Chaired by Dani Kaplan, BIG’s Vice President for Energy, the committee examines various projects nationwide and worldwide. BIG has been involved in green energy production for over a decade, with solar panels on its shopping centers’ roofs in Israel, producing electricity for industrial purposes.
CEO, Hay Galis indicated that the BIG group defines green energy production as a source of growth and a leverage for investment diversification, and will continue, in line with the company’s core values, to invest in global enterprise for renewable energy.
Galis added that business activities in the US are proceeding as planned and the remaining capital will be used to extend the company’s principal ventures and to establish new energy branches.

BIG CEE announcement
BIG Shopping Centers Ltd., the controlling shareholder (~95%) of BIG CEE, successfully secured NIS 205 million (approx. 55 million EUR) by issuing secured bonds in the Israeli stock exchange by refinance of the following shopping centers: BIG Fashion Kragujevac, BIG Kruševac and BIG Fashion Outlet Inđija.
The bonds duration is 6.6 years (maturity October 2029), it is not linked to any index and bear an effective annual interest rate of 1.495%, with 70% loan to value.
The Bonds were issued mainly to leading institutional Israeli funds after having demands in the bidding process for bonds in the amount of above NIS 1 billion (approx. 267 million EUR); namely, BIG had demands of almost 5 times the amount it eventually decided to raise.
BIG group intends to use the proceeds from such issuance of bonds in orde r to push further its expansion in Serbia and in the Balkan region.

BIG Shopping Centers purchased two more projects in central Serbia
BIG Shopping centers has signed the final agreement on purchasing two more projects in Serbia, Plaza Kragujevac shopping center and Krusevac Shopping Park.
Plaza Kragujevac covers an area of 22.700 m2 with 96% of occupancy rate and Krusevac Shopping Park covers an area of 8.700 m2. with 100% occupancy rate and additional plot for future extension of Krusevac park.
Total value of acquisition is 61 Million Euro, with projects total annual net operating income of 4,5 Million Euros.
Today BIG Group owns and manages four centers in Vojvodina: BIG Novi Sad, BIG Fashion Outlet Indjija, BIG Pancevo and BIG Zrenjanin and three centers in Belgrade: BIG Fashion Mall & Park and BIG Rakovica. With latest acquisition we strengthened our network in the area of Central Serbia.

BIG Shopping centers has signed the final agreement on purchasing 100% of ownership of Aviv Park Zrenjanjin.
Aviv Park Zrenjanin center covers an area of 25,000 square meters with 100% of occupancy rate.
The center has a rental mix that includes a supermarket, cinema complex, cafes and restaurants, fashion chains and sport stores, with anchor stores like H&M, C&A, New Yorker, Deichmann, dm, Dexy, Sport Vision, Tehnomanija, Cinestar, DIS and many others.
To remind, BIG opened its first center in Novi Sad in 2012 and since then is accepted as a local brand name by all citizens of Vojvodina.

BIG FASHION Park opened in Belgrade!
Two and a half years after the opening of BIG FASHION center, Belgrade has received a new shopping destination – BIG FASHION Park. The location in Karaburma, which has become one of the leading shopping areas in the city, has now become the destination of the first Decathlon store in Serbia.
BIG FASHION Park opened on the date 12.12.2019. exactly at 12 o’clock, while the audience had been adressed by Her Excellence Alona Fisher-Kan, ambassador of Israel in Serbia, Michel Kapler, general director of Decathlon for Serbia, Croatia and Slovenia, and Robert Yahav, general director of BIG CEE Serbia.

BIG CEE purchases Capitol Park Rakovica!
BIG CEE has purchased Capitol Park Rakovica in Belgrade for EUR 32.5 million, in its fourth real estate deal since the beginning of 2019. The center has 23,000 square meters. This acquisition increases retail space area that BIG owns in Serbia up to 130,000 square meters in 5 different properties.
“The company intends to continue expanding in Serbia and the region, given the accelerated growth of the country’s economy in recent years. The economic growth is noticeable in all aspects of agriculture, tourism, commerce and real estate. Private consumption grew 6.5% in Serbia in 2018. We enjoy being a local player with excellent connections with the world of tenants” , says BIG CEE CEO, Robert Yahav.

Good news for the citizens of pančevo and its numerous visitors. the popular shopping center Aviv Park Pancevo has become a part of the well-known family of the BIG Shopping centers in Serbia.
On this occasion, last weekend, on May 11-12th, many attractive activities for the whole family were organized in the shopping center to celebrate this festal event.
